The Free State of Neptune is the state-corporate trust that manages Neptune, the newest celestial state in the Solar System. With its strategic fringe orbit and readily available helium reserves, Neptune's early and middle history has seen it smoulder as a theatre of the pan-Solar imperialist scramble for interstellar transit and colonisation, yet in the wake of the Great Interstellar War the ice giant has cast off its yoke and risen as an independent regional power.

History[edit | edit source]

Early Colonisation[edit | edit source]

Neptune was visited by Voyager 2 when it flew by the planet on 25 August 1989, and it remained the only spacecraft to visit Neptune for decades until the arrival of Trident in 2038. Missions continued for the next two centuries, collecting information that'd prove vital for colonisation efforts in the millennia to come.

The effort to colonise Neptune, specifically Triton, was taken in tandem with the attempt to colonise Pluto as part of the early Zhu Que Initiative, establishing a stage for the deployment of terraforming drones to the Luyten System, and for interstellar probes intended for the Gliese 832 and Wolf 1061 Systems.

In 2279, a space station was transported to Neptune's orbit to better facilitate colonisation. However, many within the UGSA argued against colonisation efforts on Triton to preserve the moon's breathtaking natural features such as its cryovolcanoes, and thus the Triton Conservation Charter (TCC) was established, severely reducing private colonisation operations like those of the contemporary Jupiter, Saturn, Uranus, and Pluto. Nevertheless, small illegal outposts were set up on Triton and smaller moons in the years following initial colonisation; a small community of belter 'rockhoppers' quickly formed around Neptune as its first permanent residents, and the clamping down on such lawlessness only proved beneficial in securing Neptune as an UGSA asset.

Big Moon, Little Moons[edit | edit source]

Similar to Uranus, colonisation was fairly sluggish on Neptune, moreso than Pluto and considerably moreso than Saturn. Triton was by far the attractive target for newcomers, but the TCC chafed corps and colonists alike, forcing free trade operations - in essence, ice mining corps and their retinue of associated industries - to settle for the considerably poorer quality lesser moons, of which attracted few colonists of an overwhelmingly poor and belter character. Triton, inversely, grew to become an effete resort for holidayers and public servants.

During the Martian War of Independence and the aftermath of Saturn's January Massacre, many workers and rockhoppers around Neptune went on strike in solidarity with their comrades on Mars, Saturn, and elsewhere for better conditions. UGSA authorities on Neptune met with the opposition on Triton and skillfully sowed division between the Tritonian and Belter factions within the strikers, convincing the Tritonians to end their strike in return for certain privileges. This perceived betrayal led to some Belter self-determination groups to respond with violence, actions that were dealt with swiftly by UGSA security. Axil Energy showed interest in sending Axil Enforcers to Neptune similarly to Saturn, but UGSA administration rejected the offer out of hand.

Throughout the third millennium, growth on Neptune remained sluggish as the ice giant continued as a quiet corner of the Solar System; a waypoint for the soon-to-be named Interstellar Governed Space authority to fasten its claim to the stars. Unlike Pluto, who earned notable status as a lighthouse for extrasolar free trade, Neptune's key industries were a steady and banal portfolio of IGSA ice, hydrogen, nitrogen, shipping, and tourism. Tritonian culture in turn developed as a austere insular frontier community populated by those either complacent with the status-quo or well-acquainted to boot heels, while smaller moons such as Proteus and Nereid being almost completely inhabited by groups of self-identifying radical Belters. These two communities remained bitter rivals for centuries, with Belter bigotry and anti-Titonian sentiment enhanced to the status of common hobby.

The Tethys Nuclear Disaster of 2547 saw a dramatic spike in tensions across outer planets, with the UGSA administrations on Uranus, Neptune, and Pluto all taking precautions to prevent the crisis from spilling over into their area. Neptune was keenly eyed, with UGSAPOL power armour fielded in practically every public square, and recruits predominately drawn from beyond the ice giant to avoid sabotage and vendetta killings.

This was proved successful until the emergence of the Swine-Originated Influenza Virus 2551 (SOIV-51) pandemic which, after successfully escaping Tethyan quarantine, led to untold misery on Neptune and elsewhere on the outer planets.

The Plague of Saturn[edit | edit source]

SOIV-51 spread to Uranus, Neptune, and Pluto all around the same time in 2551 and in similar patterns. Numerous lumpens - many tied to or formerly affiliated with the extremist outcasts of the Bound Apocalypse triad - evaded the blockades and moved to take refuge in fellow belter communities in the outer planets, spreading the pandemic beyond Saturn. Soon after Triton's first recorded case activity ground to a halt under a net of quarantines. Food and general supplies became scarce as the UGSA-administered Systems Health Organisation strained to keep order. Belters in particular were blamed for spreading the Plague of Saturn with numerous protests, riots and even public shootings breaking out on Triton between Tritonians and belters. This would even lead to ‘purges’, with whole neighborhoods of Belters being uprooted or destroyed on Triton.

Triton became an epicenter of the Plague of Saturn outside Saturn, with the pandemic burning through large segments of the population and causing widespread panic. The UGSA administration on Neptune, pushed to its limits, thus set up the Neptune Disaster Response Agency (or NEPDRA) to assist SHO in dealing with the pandemic. NEPDRA, headed by a particularly stern Europan Ishaq Samaha, instituted what was in effect a "quarantine regime" upon the entirety of Neptune, and worked to enforce order by establishing an independent enforcement branch, NEPEB or ‘Neps’ colloquially. This new force superseded local police forces and, contrary to UGSAPOL practise, even drafted local officers into its ranks. NEPDRA divided Neptune into cordoned lunar zones, with Triton squared into several. Communal violence between Tritonians and belters was crushed by NEPDRA as Neps patrolled belter neighborhoods to keep out interlopers. These efforts to reduce ethnic conflict were assisted by UGSA peacekeepers, mostly from Jupiter.

The NEPDRA regime stayed in power for twenty one years as SOIV-51 burned itself out on Neptune, even after the Plague of Saturn ceased elsewhere in the outer planets. In 2560, the quarantine was even lifted on the other moons of Neptune while Triton remained closed. As communal violence simmered down on Triton, Tritonians nevertheless remained belligerent towards NEPDRA with a large minority on Triton actively resisting the quarantine for both political and purely spite-driven reasoning, further drawing out the quarantine. Communal violence flared up again in 2565 due to a shooting involving NEPEB enforcers with Tritonians attacking belters, NEPDRA personnel, and even SHO officials. The riots were quelled after a week of bloodshed, but it became clear to the UGSA that NEPDRA had be phased out in favor of a less militarized administration similar to the previous one. This made even more pressing due to the UGSA’s plans for interstellar colonisation, which necessitated a stable Neptune.

In 2572, the UGSA General Assembly passed a resolution to disband NEPDRA and return Triton to normalcy, as the worst of the Plague of Saturn had seemingly passed. This was further confirmed by the Security Council and the Secretariat, then was passed on to the UGSA administration on Neptune. This news was met with mixed feelings as both sides on Neptune worried about the future. UGSA loyalists and belters worried about an upsurge in communal violence and potential resurgence of SOIV-51 while Tritonian nationalists called for retribution against the UGSA and their belter allies and further autonomy for Neptune (Triton specifically). The UGSA administration that followed NEPDRA mollified all this tension temporarily by neutering the Triton Conservation Charter and opening vast tracts of Triton up to development. This led to temporary goodwill on all sides as Neptune left the Plague of Saturn and NEPDRA behind it.

Antebellum and the Commonwealth[edit | edit source]

After the end of the Plague of Saturn and the NEPDRA regime, Neptune returned to normalcy. However, the situation was not the same as it had been prior to the Plague of Saturn. Although Neptune remained divided, the opening of Triton invited investment both domestic and foreign, and Triton grew tremendously in the late third millennium, though still trailing Pluto.

The launch of interstellar probes and the eventual establishment of the first exosolar colonies led to Neptune’s UGSA administration building depots to service interstellar vessels, slowly taking over Pluto’s former status as refueling station and hub for interstellar travel. This newfound status and Neptune’s closer location to other planets led to a surge in investment from multiple outside sources, most prominently Earth, Mars, and Saturn. This became most evident on Triton, where corporations from all three planets began to move in, most notably Axil Energy. In 3002, a new Axil headquarters in Triton’s Varuna signaled the corporation’s further interest in Neptune even as other corps such as the Mars-based Autoroc competed for the lead position on Neptune, specifically by using superior Martian technology and utilising belter labor.

Axil would bring in Earthers and Saturnians while Autoroc brought Martians, adding new factors to already existing ethnic tensions across Neptune. On the smaller moons, Martian influence predominated as Autoroc managed to convince belters and many within the UGSA administration of their honest intentions. Meanwhile, Triton became a quagmire of division as Tritonians largely rejected anyone different, whether they be belter, Earther, Saturnian, or Martian. Axil would work hard to reduce Tritonian xenophobia, but in the meantime, large portions of Triton became segregated between natives, belters, and newcomers.

In the 3400s, Neptune fell into an economic slump similar to its neighbor Uranus. This only worsened with the collapse of IGSA authority and the rise of the Commonwealth of Earth, leading to many corporations leaving Neptune in that time.

The collapse of IGSA authority on Earth and elsewhere led to a temporary power vacuum on Neptune as the IGSA administration pulled back to Jupiter. As a result, Neptune fell into separatism as belter self-determination groups and Tritonian nationalists under the foundling Neptunian Republic clashed across the planet’s moons for control. An invasion by Uranian pirates in support of the belters only further dragged out what became a bloody civil war. This was all brought to an end with the arrival of the Commonwealth of Earth, who easily crushed all opposition on Uranus and Neptune.

Commonwealth rule on Neptune proved to be harsh but orderly. Throughout the Commonwealth Wars, Neptune remained untouched by warfare, and ethnic conflict was brought to an abrupt halt by brutal military crackdowns. Axil, who has stubbornly remained on Neptune, gained preferential treatment from the Commonwealth on Neptune and further ingratiated itself throughout the planet and even further on Triton. Tritonians, belters, and any others all reluctantly bowed their heads and simply accepted Earth as their new master.

This iron-fisted approach did not last, however. The Commonwealth Wars winded down, and Earth eased its approach to Neptune, deciding to make the planets its newest naval base for interstellar fleets to go with the naval shipyards being built on Uranus. This led a surge of new development on Neptune throughout the 3500s and 3600s and revitalized the planet once again, with Triton being the primary beneficiary.

As tensions between Earth and Mars cooled, an Equites Faction labour program led to large-scale Martian immigration to Triton to assist in further development on the moon, initially alarming many local residents. However, the Martians quickly proved themselves to be industrious and economically successful, ingratiating themselves with many Tritonians unlike the poorer but much older belter population on Neptune. All the while, the belter population on Triton and the other moons continued to quietly resent both the Commonwealth for its mistreatment of their fellows in the Main Belt and Tritonians for their continued bigotry.

The Martian Civil War and the rise of ALIAS led to new activity on Neptune as pro-automation agitators called for reforms and extremist Martians of all stripes went off to fight on Mars. Also during the Martian Civil War, the Commonwealth established secret research facilities on Triton to study AI and attempt to create one to match ALIAS or ARES, utilizing local Martian scientists experienced in the field to help them in what they called Project Omen. This eventually led to the Omen Incident in 3683, which caused the whole project to be quietly shut down. All the while, Neptunians kept their eyes on Mars.

Great Interstellar War[edit | edit source]

The end of the Martian Civil War in 3690 was felt on Neptune just like elsewhere across the system. The emergence of ALIAS as a planetary power led to panic across the system as the Commonwealth and the Jovian Interstellar Republic scrambled to respond with the assistance of Nova and Zhu Que. In the meantime, the Commonwealth administration on Neptune locked down the planet, particularly barring migration by Martian refugees to avoid fomenting further conflict. The Coalition Invasion of Mars sucked soldiers from Neptune as the Commonwealth invested more in the fight, but at the same time, the Outer Planets were ravaged by Saturnian privateers. While Pluto was pried from the Commonwealth’s influence, Uranus and Neptune remained under Commonwealth control.

The Martian Genocide led to limited riots on Neptune, but they were less destructive than the ones on Ceres and Uranus. In the aftermath of the riots, Triton rebuilt itself and the Commonwealth administration cozied up to the Neptunian Martian community to keep them loyal. As the Solar System repaired itself, Neptune grew in importance as the Commonwealth further fortified its position against Mars in the Outer Planets. However at the same time, the inhabitants of Neptune began to doubt their place within the Commonwealth of Earth.

False Peace[edit | edit source]

Following the end of the Great Interstellar War, Neptune was built up significantly in response to the new threat posed by Mars and Saturn. Neptune's moons were militarised and dissatisfaction with Earth steadily growing from all sectors of Neptunian society including Belters, Martians, and Tritonians.

The unrest led to further militarisation and an extensive Commonwealth propaganda campaign on Neptune. This especially targeted Triton, with the Commonwealth smearing dissidents as Belters and puppets of ALIAS. Tritonians became increasingly conflicted about the whole Commonwealth presence with large segments of the population either siding with independence movements or Earth in order to oppose larger powers such as Mars, Jupiter, and Saturn. Polarisation increased with pro-independence and pro-Commonwealth forces clashing in the streets. Commonwealth authorities attempted to stem the violence but was unsuccessful. The Battle of Doll Drive in particular between opposing sports fans loosely associated with politics outside a stadium on Triton led to the Neptunian struggle for independence being made public to the rest of the system.

This state of increasing unease continued on for a generation as Tritonian nationalists and Belter self-determination groups grew increasingly in numbers. Both groups considered a united front to free Neptune from the Commonwealth at points, but most saw the differences between Triton and the rest of Neptune’s moons to be irreconcilable, with the only solution after independence being separation. Commonwealth authorities took this split into account and often worked to play different opposition groups against one another, often to great success.

The Neptunian War of the Independence[edit | edit source]

Neptune’s War of Independence was a short and messy affair, as the Commonwealth did not want to give up one of its last strongholds in the Outer Planets without a fight. However, Neptune’s success in ridding itself of Earth influence was due to both the improbable formation of a united front between Tritonians and Belters and outside support, both militarily and diplomatically.

The Neptunian War of the Independence began in 3755 after the arrest of several figures in the Tritonian independence movement, both militant and peaceful, in reaction to increased industrial sabotage on Triton. The arrest of non-violent activists in particular provoked a strong reaction on Triton, and much of the population rose up in protest. Instead of releasing the prisoners as demanded, the Commonwealth authorities responded by violently suppressing the population. This led to widespread condemnation of the Commonwealth of Earth from throughout the Solar System and the further radicalization of many on Neptune.

Government[edit | edit source]

Neptune is headed by Tritonian Equity ("Trieq"), the ice giant's sole monopoly. Taking the finer inspirations from the politics and philosophies of its former traditional suzerains - the Commonwealth, Mars, Jupiter and Saturn - Trieq touts itself as a socio-economic response to the virtues of (respectively) traditionalism and culture, materialism and equality, delegation and popular sovereignty, and rugged individualism, and against the excesses of nationalism, AI dominance, bureaucracy, and corporatism.

Trieq is a system of dual top-down and bottom-up management designed to flush out corruption, stymie megacorps and preserve meritocracy, with key management decisions held in the hands of both commissioned executives and elected tribunes. Even the lowest Neptunian citizens enter into Trieq as equity partners, and are able to enjoy a significant degree freedom to work independently or as subcontractors to larger firms.

While free market values are enshrined, Trieq's governing bodies have made a concerted effort to prevent the entrenchment of crime, exploitation and a working poor - particularly in response to Saturn - maintaining public works to ensure near-guaranteed employment, enforcing numerous fair work laws through the Trieq Ombudsman, and offering financial and/or tax benefits for disadvantaged families and businesses.

Full Neptunian Citizenship is often regarded as second-only to Mars in terms of difficulty to achieve, with its three-step process divided as so:

  • Temporary Resident - for businessmen, subcontractors, and tourists overstaying their visas. Must be renewed every three years and is revoked with termination of employment
  • Privileged Resident - granted once a Temporary Residence permit is held for more than ten years, with the bearer being required to have spent more than half of this time in Neptune. Holders of this title who lose their jobs are granted a year-long grace period to find new employment before their status is revoked. Renewed every ten years
  • Citizenship - typically granted to Privileged Residents who have become citizens in all but name, having proved their worth to their fellow countrymen and ensured the continued prosperity of the Free State. Once granted, its bearer (and their small business) is signed on to Trieq as an equity partner. Citizenship is only automatically passed on to a child if both parents are also Neptunian citizens, otherwise the child requires “naturalization” and retains only the nationality of the non-Neptunian parent until then.

Culture[edit | edit source]

Overview[edit | edit source]

The Neptunian Dream developed in the aftermath of the Great Interstellar War as a response to both the Solar System's neoliberal corporate establishment and Martian automated market-socialist technocracy. Claiming independence after a bloody War of Independence against the Commonwealth of Earth, Neptune created its identity to unite the disparate factions of the planet into one. This was largely done through the creation of Trieq, the consolidation of Tritonians and many other moon inhabitants into the new Neptunian identity, and the respectful integration of minority groups (Belters and Neptunian-Martians). Popular sovereignty reigns supreme as Neptunians attempt a new path separate from the rest of the system's perceived corruption and despotism.

Ethnicity[edit | edit source]

As a launching pad for three interstellar states, cash-hungry Saturnian surplus and a notable number of poorly-employed Belters, Neptune is home to a complex variety of Solar cultures, with many describing the daily lives of its domed cities as the "whole system in microcosm".

The modern Neptunian identity coalesced only after the Neptunian War of Independence, when the planet's moons - led by Triton - united to drive out the Commonwealth of Earth. Divisions remain, particularly between Tritonians and non-Tritonians, but the new idealistic Neptunian Dream has largely consumed the previous fractious identities that once divided the ice giant. The Neptunian 'ethnicity' is largely composed of Tritonians and the inhabitants of other smaller moons who did not identify as Belters after the War of Independence. On the smaller moons in particular, the line between Neptunian and Belter is blurred somewhat but not a large issue.

Standout ethnic communities include a sizable pre-Civil War Martian community settled on Triton through an Equites Faction labour program which sought to employ various Arcadians, Olympians, and Utopians who - due to numerous and varying factors - could not find a place in the slower-growing Second FRIEND infrastructure beyond Elysium Mons. Come the installation of ALIAS in 3666, barring a significant minority of radicals who returned home to fight, much of this community elected to not support the new Elysian regime, famously adopting a pro-AI anti-ALIAS standpoint. Although some Martian refugees arrived after the Martian Civil War, the local Martian community remains separate from the larger diaspora, which as a rule is more Valleyan.

Belters also make up a significant percentage, larger than on any other celestial state. These Belters still remain somewhat separate from the larger Neptunian ethnicity, usually due to past resentment of Triton, but are still more accepted than any other part of the Solar System for their pivotal role in the War of Independence.

Earthers also make a small percentage of Neptune’s population, both as holdovers from its colonial days and more recent arrivals. Neptune had less Earther colonists as a percentage of its population due its size and the long use of Tritonians to assist in the occupation, leading to little ethnic strife immediately following the War of Independence. Most Earther colonists who chose to stay after independence became citizens and are loyal as anyone else. Meanwhile, Jovians and Saturnians are present due to proximity but in far lower numbers.

Language[edit | edit source]

Solar English is the official language of Neptune, with the Free State's recent split from the Commonwealth of Earth still detectable in the predominance of New Manhattanite English in respectable society. Working class dialects meanwhile shade into varying forms of Belter creoles due to the group's overwhelming presence. In the Martian communities Youxia - a creole descended from 36th-37th century Olympian English and Chinese - is the preferred lingua franca.

National heroes[edit | edit source]

As a young celestial state, Neptune has had little time to accumulate national heroes. The Free State has made up for lost time however by adopting several prominent figures from the War of Independence, with the most famous being part of the "Big Four", along with a few others. The following is a list of notable Neptunian heroes:

  • Paul Roberts - The original leader of the Big Four, remembered as the man who first led rebels to victory on Triton and for his prowess as a commander. Amongst the first high-ranking Tritonians to accept Belters into the ranks of the rebels, most modern historians accept this as a prescient decision that sealed Neptune's freedom. Killed by Commonwealth forces in battle, becoming a martyr who lives on in the memory of Neptunians everywhere. Memorialised in artworks, credit chips, and holographic displays; with one eminent example being a 3 meter tall rhodium-plated white gold statue within the main atrium of Trieq Varuna.
  • Vijaya Chitanis - A Belter rockhopper turned revolutionary, de-facto leader of the amalgamated Belter resistance, rumored lover of Paul Roberts, and a member of the Big Four. Inadvertently killed during a prison riot on Luna after being captured in a Commonwealth sting operation. A statue of her stands at the Belter Cultural Center in Varuna, sculpted from a whole S-type asteroid.
  • Orlando Fernán - A former gun smuggler, the ideological father of the Neptunian Dream, and one of two members of the Big Four still alive. Transitioned to genetic immortality sometime in the 3760's. Largely withdrawn from public life after the 39th century.
  • Amon Lamassu - The former lieutenant of Paul Roberts, architect of Trieq, and one of two members of the Big Four still alive. A clone immortal entrepreneur formerly in the employ of the Zhu Que Directorate who rose to fame through brokering peace between Eden and Axil Industries following the summation of the Third Edenite Rebellion in 3660. Lamassu first visited the Solar System to observe the Second Interstellar Peace Conference of 3755, where he, apparently captivated by the blueness of Neptune's clouds, elected to establish a permanent residence on Triton.
  • Uns Yaxley - A Neptunian Martian, one of the early believers in the Neptunian Dream, and staunch opponent of the ALIAS cyberocratic regime that now defines modern Mars. Politically a maverick radical individualist who serves as a convenient mouthpiece for the Neptunian Martian community.
  • Lex Talionis - An independent AI designed during the War of Independence by commission of the Big Four and expanded afterwards as a countermeasure against ALIAS similarly to ARES. Similarly also the only AI allowed on Neptune to the chagrin of AIC and other members of the Neptunian Martian community. Unlike ALIAS or ARES, Talionis self-identifies as an independent and sentient life form and, since 3790, has inhabited a singular robotic body safeguarded by a series of backups (similar to a clone immortal).

Philosophy[edit | edit source]

The Neptunians say they carry the fire of human liberty, yet they sit back and let the Martians and Zhu Que do as they please in the Solar System while they look the other way and cling to their ‘popular sovereignty’. Freedom means nothing if you’re not willing to stand up for yourself and others, don’t be weak Neptune!

Neptunian ideology is referred to as the "Neptunian Dream" or more generally as "popular sovereignty", and is based largely on classical liberalism. Some Neptunians and others dispute the rather loose use of the terms, but it is the most common self-identifier for the Trieq status quo. Two prominent poles of opposition are the Artificial Intelligence Combine (AIC) and Hatchet. The AIC is largely a Neptunian-Martian group focused on promoting the practical and safe use of respectable artificial intelligence, while Hatchet echoes its same tendencies found in the rest of the Solar System. In both frank and humorous discourse sectarianism between the two is considered to be worse than their opposition to the government.

Religion[edit | edit source]

Neptune is a largely secular society with over half the population being atheist, agnostic, or irreligious. The largest plurality religion is Christianislam followed by Buddhism, Resurrectionism, and Martian folk religion. Religion has very little influence on Neptunian society, though religious freedom is generally respected while local Resurrectionists have caused problems in the past.

Stereotypes[edit | edit source]

Positive stereotypes of Neptunians have them cast as dignified blue-collar workers, dogma-immune thinkers or artisans, and innovative mavericks. Negatives almost universally paint them as idealised, self-virtuous citizens of a small and highly exclusive pet-state. There is a popular stereotype of the Neptunian Dreamer who has endless arrogance towards the "ideological shitholes" of the Solar System, most notably Earth, Mars, and Saturn.

Symbols[edit | edit source]

The trident is the quintessential symbol of Neptune, representing the planet’s mythic origins and its three main ethnic groups (Neptunian, Belter, and Martian). With it stands the Greco-Roman Poseidon/Neptune, with his connection to the sea and horses often being evoked in reference to space, starships, and the Free State's premier place as the Solar System's port. Non-western equivalents are also commonly evoked, including the Eastern Sea King Star, the Hebrew Rahab, Hindu Dao Ketu, Maori Tangaroa, the Nahuatl Tlaloccitlalli, and et cetera.

Immigration to Neptune is very tight, and very few migrants have come to Neptune after the Neptunian War of Independence due to limits set in place by citizens. Meanwhile, there been very few emigrants from Neptune to other planets in the Solar System, as the planet has generally met most of the needs of its residents and retained them.
